Eugene Norman Garrett was born into the union of the late Norman and Betty Ann Garrett, on July 20, 1962, in New Brunswick, New Jersey. He was the oldest of his three siblings; brothers William Garrett and Dwayne Foster, and beloved sister, Sebbra Kerr. His wife of 24 years, Tina Garrett, preceded him in death.

Eugene Garrett served his country for twelve years. He was equally skilled and trained in martial arts, carpentry, engineering and cooking. Eugene was a wonderful and great father, husband, brother and friend. He leaves behind a void in so many hearts of those that had the privilege of knowing him. He will be truly missed.
